Sir,
American Embassy, London, February 21, 1911. REFERRING to the matter of the pending currency loan of 50,000,000 dollars gold to China, regarding which communication was made to you by the Ambassador on the 2nd November last, and in further reference to a subsequent communication made by Mr. Reid to Sir Francis Campbell on the 2nd December respecting the question of joint signature by the four interested financial groups, I have the honour, under telegraphic instructions from my Government, to inform you that the Government of the United States is now confident of securing the assent of the Imperial Chinese Government to quadruple signature of the currency loan agreement and the proper supervision of expenditures, provided that the Governments concerned shall not raise any question of appointment of joint advisers.
In view of the concessions made by the United States in order to obtain joint signature of the Hukuang loan, the American Government hopes that the tripartite Powers will support its claim to the fulfilment by China of the promise already made in connection with the currency reform to appoint one financial adviser who should be an American.
